Encourages Maui County to pursue judicial remedies, including fines and punitive damages, against stores for flagrant violations and to impose higher fines on property owners renting to these businesses.

References the 2022 Maui County Charter amendment that removed the $1,000 cap on civil fines, enabling the county to set substantially higher penalty amounts as a financial deterrent.
