Requests the Office of Planning and Sustainable Development to identify lands in west and south Maui suitable for constructing kauhale housing (community-based housing incorporating traditional Hawaiian values) for homeless individuals.

Directs the Office to consult with the County of Maui Department of Housing and Human Concerns, community organizations, and other stakeholders during the land identification process.

Requires the Office to submit findings and recommendations to the Legislature no later than twenty days before the 2024 Regular Session convenes.

Cites 741 homeless individuals in Maui County as of January 23, 2022, with 305 in shelters and 436 unsheltered, identifying west and south Maui as areas with high concentrations of homelessness.
