Requests the State Auditor to conduct a comprehensive management audit of the Division of Boating and Ocean Recreation within the Department of Land and Natural Resources.

Audit shall assess the Division's management of state-run boating facilities, maintenance and operation capabilities, and progress toward goals since the previous 2001 audit.

Audit shall evaluate whether taxes and fees collected in small boat harbors are appropriately used solely for operation, maintenance, and improvement of those harbors.

Cites ongoing facility deterioration issues including safety hazards at Lahaina Harbor ferry pier, unusable Mala Boat Ramp during low tide, and dilapidated conditions at multiple boating facilities.

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convenes.
