Requests the Department of Land and Natural Resources implement an immediate $10,000 fine for grounded vessels that have reasonably caused environmental damage or created a material burden on the State for removal.

Since 2002, the Division of Boating and Ocean Recreation has removed nearly 100 grounded or abandoned derelict vessels from state waters, costing the State approximately $2.37 million from the Boating Special Fund.

Grounded vessels cause damage to natural resources through physical impacts to coral colonies and leakage of fuels and chemicals that poison marine wildlife.

The immediate fine would serve as a deterrent to irresponsible vessel owners and operators while providing cost offset to the State during vessel salvage and damage investigation, which can take weeks or months to complete.

A certified copy of the resolution shall be transmitted to the Chairperson of the Board of Land and Natural Resources.
