Authorizes the Board of Land and Natural Resources to issue a term, non-exclusive easement for a seawall and rock revetment on state submerged lands at Maalaea Beach Lots, Waikapu, Wailuku, Maui (Tax Map Key (2) 3-8-014: seaward of 022).

Easement covers 1,737 square feet and permits use, maintenance, repair, replacement, and removal of the existing seawall and rock revetment improvements.

Easement term is 25 years or until December 31, 2038 (whichever comes first), concurrent with the expiration of the ground lease for the abutting apartment property.

Requires the Board of Land and Natural Resources to ensure the easement provides either public shoreline access from the adjacent grass area or installation of a railing along the seawall to allow lateral public access to the shoreline.

Implements prior legislative authorization required under section 171-53, Hawaii Revised Statutes, for leasing state submerged lands.
