SCR 29 Summary

• Requests the State Auditor to conduct a social and financial impact assessment of mandatory health insurance coverage for services provided by pharmacists within their scope of practice, as required by Hawaii Revised Statutes sections 23-51 and 23-52.

• Directs the Auditor to assess the impact of section 1311(d)(3) of the federal Patient Protection and Affordable Care Act (PPACA) on the proposed legislation, including costs beyond essential health benefits.

• Requires the Auditor to determine the number of qualified health plans available in Hawaii, individual and group enrollment in these plans, and the actuarial cost to the State for reimbursement of pharmacist services.

• Mandates submission of the Auditor's findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the convening of the Regular Session of 2024.

• Directs transmission of certified copies to the Auditor and Insurance Commissioner, who shall distribute copies to all health insurers in the State.
