Urges Hawaii counties to implement and enforce regulations for car sharing services (such as Turo) to prevent negative impacts on residential traffic, parking, and neighborhood character.

Identifies concerns that car sharing operators conducting business from residential properties may violate zoning laws, require home occupation licenses, and create traffic and safety issues in neighborhoods.

Notes that car sharing vehicles parked in residential areas or on neighborhood streets violate parking space limits, reduce available parking for residents, and create negative visual impacts.

Encourages counties to limit peer-to-peer car sharing parking on public streets based on neighborhood-specific needs and to protect social, economic, and environmental interests of residents.

Directs certified copies of the resolution be sent to the mayor, county council chair, and planning director of each county in Hawaii.
