Urges the City and County of Honolulu to recognize and address the inequitable distribution of mental health facilities and clean and sober homes across Oahu, particularly the concentration along the Waianae coast.

Identifies that a large number of mental health facilities and clean and sober homes are disproportionately located along Oahu's Waianae coast, causing individuals from other areas to be referred to services in that region.

Notes that Waianae coast residents have requested more equitable distribution of mental health facilities and clean and sober homes across the state.

Directs certified copies of the resolution to be sent to the Director of Health, Mayor of the City and County of Honolulu, and Chairperson of the Honolulu City Council.
