Urges the Board of Land and Natural Resources to establish a task force to prepare a feasibility plan for transitioning management of Makua Military Reservation from the U.S. Army to the State upon expiration of General Lease No. S-3848 on August 16, 2029.

Task force shall include the Board of Land and Natural Resources Chairperson, Office of Hawaiian Affairs representative, legislative representative, U.S. Army Pacific Commanding General or designee, representatives of evicted families, Aha Moku Advisory Committee, three non-profit organizations with Makua Valley expertise, and Native Hawaiian organization representatives.

Task force directed to discuss with the U.S. Army the expedited return of the valley, cleanup of unexploded ordnance, and expansion of cultural access opportunities upon lease expiration.

Feasibility plan recommendations shall address holding lands in public land trust and transferring management to a sovereign Native Hawaiian entity upon its recognition by the United States and State.

Task force required to submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convening.
