Requests the City and County of Honolulu to move forward with a Pearl Harbor Historic Trail pilot demonstration project and enter into a long-term agreement with the United States Navy.

Describes the proposed Pearl Harbor Historic Trail as an 18.6-mile multi-use path running from Halawa Landing to Nanakuli, linking neighborhoods, historic sites, recreational areas, and natural areas along the old Oahu Railway and Land Company right-of-way.

Directs the City and County of Honolulu to incorporate elements from the Pearl Harbor Historical Trail Master Plan (published May 2001) into the pilot demonstration project.

Identifies project goals as providing safe bicycle and pedestrian paths, natural and historic preservation, recreation access, shoreline access, and economic revitalization.

Requires certified copies of the resolution be transmitted to the U.S. Navy Region Hawaii Commander, state transportation and land management officials, and Honolulu city officials.
