Urges the Department of Transportation Services of the City and County of Honolulu to conduct a feasibility study on widening University Avenue between Maile Way and Oahu Avenue in Manoa Valley.

Identifies traffic safety concerns in Manoa Valley, which has 18,600 households and 46,865 residents, with limited ingress and egress through only two roads: Manoa Road and University Avenue.

Notes that University Avenue experiences heavy daily traffic from bicycles, motor vehicles, buses, firetrucks, ambulances, and commercial vehicles, compounded by the valley being Oahu's second most frequented destination for visitors and residents due to three hiking trails.

Requests the Department of Transportation Services submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2024 regular session.

Directs transmission of a certified copy of the resolution to the Director of the Department of Transportation Services of the City and County of Honolulu.
