Urges the City and County of Honolulu to exempt from real property tax all residential property owners living within one-half mile of an active municipal solid waste landfill or construction and demolition landfill.

Requests Honolulu to also exempt residential properties outside the one-half mile radius if the city determines they have been impacted by an active landfill to a degree warranting exemption.

Cites scientific evidence that landfills cause negative health impacts including reduced lung function, asthma, paralysis, and lung cancer for nearby residents, with studies showing effects up to two miles away.

References residents near PVT Land Company's Nanakuli landfill experiencing significantly reduced life expectancy (ten years below state average) and substantial costs from medical expenses, home repairs, and air filtration system installation.

Directs certified copies be sent to the Governor, Mayor of Honolulu, and all Honolulu City Council members.
