Recognizes October 2-6, 2023, and October 7-11, 2024, as Digital Inclusion Week in Hawaii to raise awareness of digital equity and promote digital inclusion.

Acknowledges broadband access as essential twenty-first century infrastructure for participation in society, democracy, economy, and access to services like telemedicine and distance learning.

Identifies rural, agricultural, and lower-income communities throughout Hawaii as lacking reliable and affordable broadband access due to infrastructure gaps, investment discrimination, and socioeconomic barriers.

Commits the State to promoting digital inclusion by ensuring all individuals and communities have access to affordable broadband, internet-enabled devices, digital literacy training, and technical support.

Directs certified copies be transmitted to the Governor, Director of Business, Economic Development and Tourism, Strategic Broadband Coordinator of the Hawaii Broadband and Digital Equity Office, and all four county mayors.
