Requests the Department of Health's Solid Waste Section to investigate strategies for improved waste diversion in coordination with counties based on each county's unique geography, population, and industry characteristics.

Directs evaluation of shipping waste from multiple counties to be recycled or incinerated in another county, considering current infrastructure and the viability of developing additional facilities through public-private partnerships.

Requires estimation of statewide legacy landfill capacity if an inter-county recycling and incineration program were established with and without additional state infrastructure.

Requires submission of a preliminary report to the Legislature no later than 30 days before the 2024 Regular Session convenes and a final report no later than 30 days before the 2025 Regular Session convenes.

Acknowledges Hawaii's average waste diversion rate from 2018 to 2022 was 24.8 percent and 54.3 percent when including incineration, and notes national Environmental Protection Agency goals of 50 percent waste diversion by 2030.
