Requests the Department of Education to partner with the Hawaii State Teachers' Association and local teacher education programs to create pathways for school support personnel to become full-time teachers.

Targets educational assistants, para-professional teachers, extended hire substitute teachers, and part-time teachers for conversion to full-time teaching positions.

Directs collaboration with higher education institutions to allow school support personnel to receive course credit for relevant work experience toward teacher certification requirements.

Addresses Hawaii's severe teacher shortage, which included 920 teacher resignations and 310 retirements in the 2021-2022 academic year, plus 938 school support staff departures.

Requires certified copies be sent to the Superintendent of Education, Board of Education Chair, Hawaii State Teachers Association President, and presidents of University of Hawaii, Chaminade University, Hawaii Pacific University, and Brigham Young University Hawaii.
