Requests the Department of the Attorney General convene a sexual exploitation of minors steering committee to identify and analyze issues related to sexual exploitation of minors in Hawaii.

Steering committee membership includes the Attorney General, Superintendent of Education, Branch Chief of Harm Reduction Services (Department of Health), Administrator of Child Welfare Services (Department of Human Services), Prosecuting Attorney for Honolulu, and Chief of Honolulu Police Department.

Committee shall identify vulnerability factors contributing to sexual exploitation, compile experiences and issues faced by exploited minors, and categorize findings by age, gender, degree of agency and autonomy, and background.

Committee must submit a preliminary report to the Legislature no later than 20 days before the 2024 Regular Session and a final report no later than 20 days before the 2025 Regular Session, including proposed legislation.

Steering committee dissolves June 30, 2025; the Attorney General may exempt the committee from Hawaii Revised Statutes Part I Chapter 92 to allow discussion of confidential information and specific cases as permitted by law.
