Urges the City and County of Honolulu to improve access to TheBus public transportation in Oahu's rural communities.

Notes that TheBus operates 107 routes across Oahu but certain rural areas, including Kapilina Beach Homes in Ewa Beach, lack service despite being in an extreme tsunami evacuation zone.

Highlights that residents of Kapilina Beach Homes must walk two miles each way to reach the nearest bus stop, and middle and high school students walk four miles daily along roads without sidewalks or streetlights.

States that expanded bus service is necessary for vulnerable populations including seniors, persons with disabilities, and low-income residents to access employment, schools, healthcare, and essential services.

Requires certified copies of the resolution to be transmitted to the Mayor, Honolulu City Council members, the Director of Transportation Services, and the President of Oahu Transit Services, Inc.
