Urges United States Congress to amend federal copyright law to explicitly protect the lending practices of nonprofit online libraries that provide free digital book access to the public.

Nonprofit online libraries maintain physical book inventories, create digital versions of those books, and lend digital copies to patrons at no charge, with the number of simultaneous digital loans never exceeding the number of physical copies owned.

Addresses the pending case of Hachette Book Group, Inc. v. Internet Archive before the United States District Court for the Southern District of New York, where major publishers challenge the legality of nonprofit online library lending practices under current copyright law.

Requires certified copies of this resolution be transmitted to the Majority Leader of the United States Senate, Speaker of the United States House of Representatives, and members of Hawaii's congressional delegation.
