Requests the University of Hawaii to conduct a study estimating the number of residential structures in Hawaii containing dangerous levels of asbestos.

Requires the study to assess the potential impact of implementing a State-mandated asbestos abatement process prior to residential property renovation or demolition, similar to processes used in other jurisdictions.

Directs the University of Hawaii to evaluate how such abatement requirements would affect the State's contractor industry and permitting process.

Requires the University of Hawaii to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convenes.

Designates certified copies to be transmitted to the Director of Health, President of the University of Hawaii System, and Director of the Department of Planning and Permitting of the City and County of Honolulu.
