The Ewa Beach Public and School Library, which opened on the James Campbell High School campus in 1971, is currently part of the Hawaii Public Library System and operated under the State Librarian.

The library operates limited hours (Monday-Tuesday: 12:00 p.m.-4:00 p.m. and 5:00 p.m.-7:00 p.m.; Wednesday-Thursday: 9:00 a.m.-1:00 p.m. and 2:00 p.m.-4:00 p.m.; Friday: 12:00 p.m.-4:00 p.m.; closed weekends) that do not accommodate nearby school students at James Campbell High School, Pohakea Elementary School, and Ilima Intermediate School.

The Department of Education is requested to transfer administrative control of the Ewa Beach Public and School Library from the Hawaii State Public Library System to James Campbell High School to improve student accessibility.

Certified copies of the concurrent resolution shall be transmitted to the Superintendent of Education, Board of Education Chairperson, State Librarian, and Principal of James Campbell High School.
