Request Department of Agriculture, Department of Land and Natural Resources, Department of Health, and City and County of Honolulu to create a working group to identify solutions for controlling feral chicken and rooster populations on Oahu.

Working group shall research and report on: capture solutions including free traps for the public, post-capture steps including collaboration with nonprofits and farms, and associated costs.

Direct creation of an interim trap distribution program to provide free traps to the public for capturing feral chickens and roosters, subject to funding availability.

Allow working group to invite other state and city departments and stakeholder groups to participate in discussions.

Require working group to submit final report to the Legislature no later than 30 days before the 2024 Regular Session convenes.
