Requests the Criminal Justice Research Institute to compile and report data on outcomes of individuals released pending trial, including those who posted bail, were on supervised release, or released on recognizance.

Requires data collection on individuals who were arrested for new crimes, failed to appear in court, or experienced other adverse outcomes while awaiting trial.

Directs the Criminal Justice Research Institute to submit its report to the Legislature by December 1, 2023, and make it publicly available on their website.

Establishes collaboration between the Criminal Justice Research Institute, Hawaii Judiciary, and Department of Public Safety for data collection and reporting.

Requires certified copies of the resolution be transmitted to the Chief Justice, Director of Public Safety, Director of the Criminal Justice Research Institute, and related oversight officials.
