SR 101 Summary

• Requests the State Auditor to conduct a sunrise analysis on mandating parity in vitro fertilization (IVF) health insurance coverage for same-sex couples, unmarried women, and opposite-sex couples where male infertility is the relevant factor.

• Addresses current state mandate that provides one-time IVF coverage benefit only to certain married opposite-sex couples, which excludes same-sex couples, unmarried individuals, and others based on sex, sexual orientation, and marital status.

• Requires the Auditor to assess both social and financial effects of the proposed mandated coverage pursuant to Hawaii Revised Statutes sections 23-51 and 23-52.

• Auditor must submit report with findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2024.

• Certified copies of the resolution must be transmitted to the Auditor and Insurance Commissioner.
