Notes that while the Department may regulate anchoring, mooring, and recreational boating in MLCDs under Hawaii Revised Statutes chapter 91, no comprehensive administrative rules currently prohibit recreational boating in these areas, with limited rules existing only for Molokini Shoal, Old Kona Airport, and Waiopae Tidepools MLCDs.

Directs certified copies of the resolution to be transmitted to the Chairperson of the Board of Land and Natural Resources, Administrator of the Division of Aquatic Resources, and Administrator of the Division of Boating and Ocean Recreation.
