Urges the Department of Agriculture to designate Kunia, Leilehua Plateau, and Poamoho as the Central Oahu Agricultural Corridor.

Requests the Department of Agriculture establish a prioritized list of agricultural infrastructure improvement projects considering estimated production increases, project costs, county plans, zoning, state land use, and other relevant factors.

Requires the Department of Agriculture to submit a report with its list, findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2024 Regular Session.

Cites Hawaii's goal to double local food production by 2030 and notes the state currently imports 85 percent of its food consumption.

Emphasizes the need for new infrastructure including roads and water systems to support diversified farming on former pineapple plantation lands.
