Recognizes Hawaii's commitment to the Under2 Coalition Memorandum of Understanding, the United States Climate Alliance, and the Paris Agreement.

References Hawaii's existing environmental goals including 100% renewable energy by 2045 (Act 97, 2015) and zero emissions clean economy target by 2045 (Act 15, 2018).

Calls for Hawaii to engage with other subnational and national governments at global convenings such as the United Nations Conference of the Parties and similar collaboration opportunities.

Requires certified copies be transmitted to the Governor and Director of Business, Economic Development, and Tourism.
