Requests the Office of Planning and Sustainable Development to adopt the thirty articles of the Universal Declaration of Human Rights in coordination with other state departments and in furtherance of the Hawaii State Planning Act.

Directs the Office of Planning and Sustainable Development to promote the UDHR to Hawaii residents through public education.

Requires the Office of Planning and Sustainable Development to study the feasibility and impact of establishing a Hawaii Human Rights and Resilience Commission according to the Paris Principles and submit findings and recommendations to the Legislature no later than twenty days before the 2024 Regular Session.

Commemorates the seventy-fifth anniversary of the UDHR's adoption by the United Nations General Assembly on December 10, 1948.

Directs transmission of certified copies to the UN Secretary-General, UN High Commissioner for Human Rights, federal officials, Hawaii's congressional delegation, the Governor, and the Director of the Office of Planning and Sustainable Development.
