Urges the Public Works Division of the Department of Accounting and General Services in collaboration with the Stadium Authority to procure a developer to design, build, operate, and maintain the new Aloha Stadium facility.

Requests that the Public Works Division include development of the New Aloha Stadium Entertainment District in the scope of its public-private partnership contract with the developer.

Directs the Public Works Division to evaluate the San Diego State University Mission Valley Site Development and San Diego Snapdragon Stadium project as a reference model for the Aloha Stadium procurement.

Requires the Public Works Division and Stadium Authority to accelerate the request for proposal process and submit a preliminary procurement report with findings and recommendations to the Legislature on or before June 30, 2023.

Provides context that Act 248, Session Laws of Hawaii 2022 appropriated $350,000,000 in general obligation bonds and $50,000,000 in general funds for the New Aloha Stadium Entertainment District development.
