Requests the State Auditor to conduct a "sunrise review" assessing the social and financial effects of proposed mandated health insurance coverage for ketamine therapy to treat depression, as required by Hawaii Revised Statutes section 23-51.

Directs the Auditor to evaluate a proposed Senate Bill that would require insurance coverage for a percentage of ketamine therapy costs for depression treatment.

Requires the Auditor to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the start of the 2024 Regular Session.

Notes that ketamine has been identified as a valid antidepressant option for treatment-resistant depression with rapid antidepressant effects, according to Current Neuropharmacology.

Mandates transmission of a certified copy of the Resolution to the Auditor.
