Identifies that returned military lands could provide homestead lease opportunities for Native Hawaiians on the waitlist and support state conservation efforts.

Notes that United States Armed Forces hold 65-year leases on more than 30,000 acres of state land set to expire in August 2029.

Requires certified copies of the resolution be transmitted to the Secretary of Defense, Hawaii's congressional delegation, military commanders, Governor, and Chair of the Board of Land and Natural Resources.
