Request Hawaii's congressional delegation to assist the State in negotiating with the federal government for acquisition of the Federal Detention Center in Honolulu, which opened in 2001 and has a capacity of 1,200 beds.

The facility features an efficient vertical design with integrated surveillance technology and can accommodate inmate cells, medical facilities, recreational areas, and other correctional infrastructure.

State prisons and jails designed for 2,491 inmates currently house 3,527 inmates, and replacing or refurbishing state facilities would cost an estimated $1.5 billion to $2 billion.

The State has leased bed space at the Federal Detention Center since June 2001 at $129.48 per inmate per day as of September 2019 to relieve jail overcrowding.

Request that negotiations consider allowing continued federal housing of pre-trial detainees and federal inmates serving short sentences at the facility as a condition of state acquisition, and transmit copies of the resolution to Hawaii's congressional delegation, the Federal Bureau of Prisons Director, and the Director of Public Safety.
