Request the Department of Transportation to conduct a study on eliminating Hawaii's motor vehicle safety inspection requirements and their feasibility and advisability.

Study should consider that vehicle component failure causes a very small percentage of motor vehicle accidents nationally and in Hawaii, with alcohol, speed, and distracted driving identified as leading causes of fatal traffic accidents in the State.

Department to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the 2024 regular legislative session.

Resolution notes that many states have eliminated inspection requirements without experiencing increased motor vehicle accidents or injuries, and that residents complain current inspections are ineffective and inconsistently applied.
