Request that the Secretary of Defense and United States Navy promptly defuel and permanently decommission the Red Hill Bulk Fuel Storage Facility according to guidelines established by the Department of Health.

Require full reimbursement to the State and Honolulu Board of Water Supply for all costs associated with monitoring and remediation of the contaminated aquifer, subject to Department of Health approval.

Require monetary compensation to affected schools for costs associated with the water crisis caused by fuel leaks and spills at the Red Hill facility.

Note that the Red Hill facility has recorded at least 76 fuel releases since 1943, with at least 200,000 gallons released into groundwater and water table; a November 2021 leak of 3,300 gallons contaminated drinking water serving military housing and schools on Oahu.

Cite a U.S. Navy risk analysis concluding an 80 percent probability of further fuel leaks at the facility within the next five years.
