Request that the Department of Hawaiian Home Lands set license fees equal to fair market rental values of lots, excluding licensees who are lessees under section 207(a) of the Hawaiian Homes Commission Act or on the Department's waitlist for such leases.

Prohibit licensees from reassigning licenses to other parties or subleasing any portion of licensed lots to other parties under section 207(c) of the Act.

Request that the Department decline to permit lessees to sublet lodging to any person when a tract is also used for non-residential purposes under section 208 of the Act.

Request that the Department decline to interpret sections 220.5(e) and 222(b) of the Act in ways that would authorize lessees or licensees to sublet tracts in violation of the Act's provisions.

Require transmission of certified copies of the resolution to the Chairperson of the Hawaiian Homes Commission and Chairperson of the Board of Trustees of the Office of Hawaiian Affairs.
