Request the State Auditor to conduct an audit of the process for issuing Notices of Default Judgment for traffic infractions involving the Honolulu Police Department, Department of Customer Services Motor Vehicle Division, and District Court of the First Circuit.

Audit should identify instances where Notices of Default Judgment were issued to former vehicle owners who had filed a Notice of Transfer but were no longer the registered owner at the time of the traffic infraction.

Audit must include a list of erroneous default judgments, the time elapsed between issuance and resolution for each case, and the specific reasons why each default judgment was issued despite a Notice of Transfer being filed.

Auditor shall submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the 2024 Regular Session.

Certified copies of the resolution shall be transmitted to the Auditor, Honolulu Police Chief, District Court Deputy Chief Judge, and Department of Customer Services Director.
