Department of Health is requested to conduct an impact assessment report on mandating health insurance coverage for weight management medication as proposed in Senate Bill No. 1020 (2023).

Assessment must include analysis of how federal Patient Protection and Affordable Care Act section 1311(d)(3) affects the proposed mandate, including costs of benefits beyond essential health benefits under Hawaii qualified health plans.

Department must determine the number of qualified health plans available in Hawaii (including HMO plans), individual and group enrollment numbers, and actuarial costs to the State for weight management medication reimbursement.

Department of Health must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2024.

Certified copies of the resolution must be transmitted to the Insurance Commissioner, who shall distribute copies to each insurer in Hawaii that issues health insurance policies.
