• Request the State Auditor to conduct a performance audit of the Department of Education's use of $130,000,000 appropriated in Act 134 (2013) for construction of Kulanihakoi High School (formerly Kihei High School) on Maui.

• Investigate whether the Department of Education properly funded and prioritized construction of a grade-separated pedestrian crossing (overpass or underpass) over Piilani Highway, which was mandated by the Land Use Commission and Maui County Council as a condition for school opening.

• Determine the source, approval, and justification for approximately $16,000,000 spent on a roundabout intersection instead of the required pedestrian crossing, and whether those funds could have been redirected to the crossing.

• Examine the Department of Education's decision-making process for not completing the grade-separated pedestrian crossing despite state and county requirements, and whether separate appropriations were requested or spent for this purpose.

• Require the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the 2024 Regular Session convenes.
