Requests the Department of the Attorney General to investigate the February 20, 2023 grounding of the 94-foot luxury yacht "Nakoa" on a reef near Honolua Bay, Maui, and pursue all applicable civil and criminal charges against the vessel's owner and operators Jim Jones and Noelani Yacht Charters, LLC.

The Nakoa was attached overnight to a day-use-only mooring with a two-hour time limit when the mooring line snapped, causing the vessel to drift onto the reef and damage coral reefs and live rock.

Fuel leaked from the vessel on February 21, 2023, triggering a federal environmental response that included cleanup efforts, activation of the National Oil Spill Liability Trust Fund, and removal of the vessel at a cost of approximately $460,000 to the State.

Requests investigation into potential violations of environmental laws and boating regulations, as well as broader questions about the legality of business practices engaged in by Jones and Noelani Yacht Charters, LLC, which operates commercial tour packages starting at $9,800.

Directs certified copies of the resolution be transmitted to the Attorney General, Board of Land and Natural Resources, Maui County Council, and Save Honolua Coalition.
