Urges the Division of Boating and Ocean Recreation (DOBOR) of the Department of Land and Natural Resources and the County of Maui to establish a state-county partnership for managing all small boat harbors on Maui.

Identifies that Maui's small boat harbors require significant repairs and regular maintenance, lack adequate sanitation services, and are critical for recreation, commerce, and transportation.

Notes that revenue from Maui's small boat harbors is currently distributed statewide, while the County of Maui has additional revenues that could be allocated to harbor improvements.

Requests that DOBOR and the County of Maui identify potential partnerships using private sources of funding to supplement repairs and maintenance efforts.

Requires certified copies of the resolution to be transmitted to the DOBOR Administrator, all Maui County Council members, and the Mayor of Maui County.
