Requests the State Auditor to conduct a comprehensive management audit of the Division of Boating and Ocean Recreation within the Department of Land and Natural Resources.

Audit should assess the Division's management of state-run boating facilities, maintenance and operational capabilities, and progress toward meeting goals since the previous 2001 audit.

Audit should evaluate whether taxes and fees collected at small boat harbors are being used appropriately solely for operation, maintenance, and improvement of those harbors.

Cites ongoing problems including facility deterioration, the Lahaina Harbor ferry pier creating hazardous rip currents, and the Mala Boat Ramp becoming unusable during low tide due to sand accumulation.

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2024 Regular Session convenes.
