Department of Education must convene a working group to develop a written plan for all public elementary, middle, and high schools to teach Asian American and Pacific Islander history starting in the 2024-2025 school year.

Curriculum plan must include Asian American and Pacific Islander history in Hawaii, civil rights contributions from the 19th century onward, and contributions to U.S. cultural, economic, political, and social development.

Superintendent of Education must prepare and distribute instructional materials to all school complex areas, including materials from non-governmental sources, to guide curriculum development.

Updated curriculum must include instruction on how race shapes power structures and lived experience to teach students about civic duty.

Each school complex area determines the minimum instructional time for the unit, and the Superintendent must monitor compliance during annual visits; working group membership appointed by the Superintendent.
