Urges the Board of Regents of the University of Hawaii to rename Dean Hall at the University of Hawaii at Manoa to "Alice Ball Hall"

Recognizes Alice Augusta Ball as the first woman and first African American to receive a master's degree from the University of Hawaii and as the university's first female and African American chemistry instructor

Acknowledges Ball's development of a new injectable form of chaulmoogra oil that revolutionized the treatment of Hansen's disease and allowed approximately 8,000 patients to receive treatment at home rather than be exiled to Kalaupapa, Molokai

Notes that Ball's contributions went unacknowledged until the 21st century and that Arthur L. Dean, her graduate adviser and later University of Hawaii President, continued her work but failed to credit her, instead naming the technique the "Dean Method"

Directs that certified copies of the resolution be transmitted to the Governor, Board of Regents of the University of Hawaii, and President of the University of Hawaii
