Notes Hawaii currently maintains sister-state relations with three entities in the Greater China region: Guangdong (established 1985), Hainan (established 1992), and Taiwan (established 1993)

Identifies Fujian Province as a southeastern Chinese province with approximately 41,500,000 population and the second-highest gross domestic product per capita among Chinese provinces

References the October 21, 2021 establishment of a sister-city relationship between Honolulu and Fuzhou (Fujian's capital) as precedent for the proposed sister-state relationship

Requires certified copies of the resolution be transmitted to the Governor and Chairperson of the Hawaii Sister-State Committee
