Urges the United States to support Taiwan's participation in the World Health Organization, International Criminal Police Organization, United Nations Framework Convention on Climate Change, and International Civil Aviation Organization.

Urges the four specified international organizations to grant Taiwan observer status or other appropriate membership status.

Notes Taiwan's established sister-state relationship with Hawaii since 1993 and multiple sister-city/county relationships between Hawaiian jurisdictions and Taiwanese localities.

Highlights Taiwan's significant economic standing as the world's 21st largest economy with a GDP of $828.6 billion and population of approximately 23.5 million.

Requires certified copies of the resolution to be transmitted to the U.S. President, Taiwan's President, and leadership of the four international organizations.
