Urges the Department of Education to adopt rules requiring high schools to start no earlier than 9:00 a.m. and elementary and middle schools to start no earlier than 8:30 a.m.

Requests the Department of Education adjust state-provided bus routes and school meal service times to accommodate the later start times.

Cites the American Academy of Pediatrics recommendation that the first school bell ring no earlier than 8:30 a.m. and notes that early start times are associated with insufficient sleep, irritability, fatigue, and reduced academic performance.

Notes that all but five public high schools in Hawaii currently begin their school days before 8:30 a.m.

Requires certified copies of the resolution be transmitted to the Chairperson of the Board of Education and Superintendent of Education.
