Hawaii Legislature currently operates under constitutional limits of 60-75 session days per year (mid-January to early May), which may restrict public participation and engagement in the legislative process.

Resolution argues that year-round legislative sessions could improve efficiency, productivity, orderliness, and transparency while allowing more citizens to participate in policymaking.

Legislative Reference Bureau must submit the summary no later than 20 days before the convening of the Regular Session of 2024.
