Request the City and County of Honolulu and its Department of Emergency Management to create a community resilience plan for disaster preparedness on the Waianae coast, a 12-mile stretch from Nanakuli to Kaena Point with approximately 48,000 residents served by limited emergency medical facilities.

Plan must be community-based and developed in collaboration with local businesses and residents of the Waianae coast.

Plan must inventory all available services, tools, food, shelter, water, medicines, and other resources to enable the community to be self-sufficient for three days.

Plan must be developed in consultation with the Hawaii Emergency Management Agency.

Direct transmission of certified copies of the resolution to the Mayor of the City and County of Honolulu and Director of the Department of Emergency Management.
