Department of Education is requested to appoint a committee of teachers, administrators, University of Hawaii representatives, Aha Kauleo, and community leaders to develop a measurable plan to expand Hawaiian language education in every school complex.

Plan must include identification of current resources (teachers, materials, funding) and assessment of demand for Hawaiian language education across all complexes and stakeholder groups.

Plan shall identify barriers to implementation, strategies to address them, performance measures to assess effectiveness, and potential partnerships to support the plan.

Committee must develop a timeline for implementation and submit the completed plan to the Legislature no later than December 31, 2023.

Resolution acknowledges Hawaiian language's historical importance, its near-extinction following Act 57 of 1896, and the state's constitutional obligation to promote Hawaiian culture, history, and language under Article X, Section 4 and Article XV, Section 4 of the Hawaii Constitution.
