Request the Office of the Administrative Director of the Courts to collect and compile data on fees, court costs, fines, and restitution assessed in cases against minors.

Data collection must include total and annual average amounts assessed, collected, waived, and outstanding over the last five years.

Data must specify each fee, court cost, and fine that can be assessed in circuit, family, and district courts across all judicial districts, including respective amounts.

Administrative Director of the Courts must submit a report with findings and recommendations to the Legislature no later than twenty days before the 2024 Regular Session convenes.

Resolution cites concerns that juvenile fees and fines disproportionately impact Native Hawaiian, Pacific Islander, and Black youth, and that collection costs often exceed revenue generated.
