Urges Hawaii Housing Finance and Development Corporation to prioritize allocation of funds from Rental Housing Revolving Fund, Dwelling Unit Revolving Fund, and Low-Income Housing Tax Credits to projects making the most efficient use of taxpayer funds.

Requests use of Rental Housing and Dwelling Unit Revolving Fund moneys to enhance credit and guarantee loans from private financial institutions for housing exclusively for Hawaii residents who are owner- or renter-occupants with no other real property.

Urges revision of Low-Income Housing Tax Credit Program's Qualified Allocation Plan to: allocate up to 20 percent of maximum 120 points to projects conveying ownership to the State or organizations required to reinvest surpluses into housing construction; not award points for developer fees under 12 percent; and prioritize applicants with accelerated repayment history.

Requests amendment of Rental Housing Revolving Fund administrative rules to allocate up to 20 percent of maximum 250 points to projects owned by the State or organizations obligated to reinvest surpluses into housing construction.

Urges promotion of supportive housing in the Low-Income Housing Tax Credit Program and amendment of the 2023-2024 Qualified Allocation Plan to facilitate supportive housing development and housing for Department of Hawaiian Home Lands waitlist individuals and public employees.
